Ms Judy Tong is a practicing barrister.  She graduated from the University of California, Berkeley, USA majoring in marketing and finance.  After marriage, she undertook further studies in law and was called to the bar. She is currently a Non-Executive Director (non-official) of the Urban Renewal Authority.

Honorary Associate Professor of the Department of History and School of Chinese at the University of Hong Kong. Formerly a lecturer and senior lecturer in the Department of History at the University of Hong Kong, former Vice Dean of the Faculty of Arts at the University of Hong Kong, and former Vice Dean of the School of Professional and Continuing Education at the University of Hong Kong.

於教育局課程發展處任職高級課程發展主任，並在2003-2016年任總課程發展主任，負責個人丶社會及人文教育學習領域（包括中國歷史、歷史、經濟、地理、宗教、旅遊與款待和生活與社會等高中和初中科目）的課程發展丶教師培訓、教材出版和教科書審查等工作。

Worked as Senior Curriculum Development Officer at the Curriculum Development Division of the Education Bureau, and served as Chief Curriculum Development Officer from 2003 to 2016, responsible for curriculum development, teacher training, textbook publication and review, etc.

Graduated from the LLB and LLM at the Tsinghua University School of Law, with a certificate in legal professional qualifications from the PRC. Conducted doctoral research jointly with the Max Planck Institute for Foreign and International Criminal Law at the University of Freiburg in Germany, and served as a postdoctoral researcher at the Max Planck Institute for Foreign and International Criminal Law.
